Flanking the channel are two massive bronze statues — the Twins of Kirkwall. The statues have a practical use. Kirkwall sits next to the narrowest point of the Waking Sea, and a massive chain net can be erected between the statues and the lighthouse, closing off the only narrow navigable lane. This stranglehold on sea traffic is jealously guarded by the ever-changing rulers of the city as the net trolls taxes, tolls, and extortions in from the sea. There exists an isolated fortress built into the harbor just off Kirkwall's docks: the Gallows.
It can be used to control the flow of travelers arriving by sea but predominantly functions as the home of the Templar Order in the city as well as the site of its Circle of Magi.
Statues of tortured slaves fill the Gallows courtyards. These serve as a ghastly memento of Kirkwall's history. The statues are clearly not monuments to the suffering slaves but rather a design choice specifically chosen to break the spirit of newcomers. During Tevinter's rule of the city, executions took place here daily, sometimes hourly. Their corpses would then be hung from the courtyard windows. Owning Organization. Free Marches. Hawke's companion, a mage named Anders who allowed himself to be possessed by a spirit of Justice, grows more and more incensed by the injustice the mages suffer.
Behind the scenes, and without Hawke's knowledge, Anders plots to take out the Chantry in a massive explosion that kills Grand Cleric Elthina. Anders' actions provoke Knight-Commander Meredith to invoke the Right of Annulment, meaning the templars are free to exterminate all mages in Kirkwall without punishment from the Chantry.
Regardless of whether Hawke sides with the mages or the templars during the ensuing battle, it results in the deaths of both Grand Enchanter Orsino and Knight-Commander Meredith, who becomes a statue when the red lyrium idol in her sword bursts from overuse.
The mage rebellion in Kirkwall signal an onslaught of events that lead to Dragon Age: Inquisition and an uprising of mages all across Thedas. Considering Kirkwall's origins and the breaking of the chains of slavery that built the city, it's not surprising that severing the bonds that tied mages to the Chantry transpired in Kirkwall.
Though the city seems to pick up where it left off and attempt to return to normalcy as much as possible, one can only wonder what awaits the City of Chains in the future. With the surfacing of red lyrium in Kirkwall playing a significant role in Inquisition , it's possible players may have to return to the source and enter the Deep Roads like Hawke and Varric did in a future game.
The importance and danger of red lyrium definitely requires further investigation, and revisiting Kirkwall could be a way to explore it. Restoring Kirkwall, a symbol of all that's happened, could be a significant act that cements our alliances. Corypheus is still threatening Thedas. Kirkwall has survived this long; it can do so for a while longer.
