Hahaha I believe the word "fly" meaning "cool" comes from hip hop, which is performed by mostly black people. So it's like the word "fly" came from black people which you've noticed. My understanding is that borrowing words from other groups of people can be tricky, especially in the US where there is a lot of tension between different racial groups and especially when talking about black people.

Sometimes, when a white person uses a word that black people have invented, it can be interpreted as stealing because of the fraught history between white and black people. Given this situation, I believe that Offspring likes the word "fly" meaning "cool" , and they want to use it -- but they don't want to be seen as stealing. So my guess is that they add "for a white guy" meaning, "even though I'm white" to both be humble and to acknowledge that the word was created by black people.

It is also quite outdated s slang, but that is when The Offspring released the song. The promotional video clip for the song perfectly illustrates the humorous premise of the song. Black people are not the only people who can "be fly", but the adjective also embodies physical attractiveness and stylishness, as well as a "cool" attitude. Thus, Caucasian women would have been more likely to be termed "fly" than their male counterparts. Over the years though, it seems this use of irony has been lost.

I could not find any references citing The Offspring being fans of Def Leppard. As I posted in my answer, The Offspring simply used this intro as a replacement to a numerical countdown. This is not my opinion, I referenced a website listed in my answer. It could still be nothing more then someone noticing it's the same line.
