But the cut-scene where that occurs doesn't explicitly say so, and Mengsk's body language seems almost smug when he gives the order to move out.

You all have your orders. Carry them out. Mengsk : If they engage the Zerg, the Confederates may escape.

I'd have made this the accepted answer While the other one makes a lot of sense and is a good answer, that novel was written a good while after the game and canon or not , it's doubtful that was in the minds of the creators when they were making the game, this answer clearly depicts Sarah becoming a "loose end" — colmde. Furthermore, this had made the protoss their own worse enemy, ironically echoing Tassadar's lesson to her during the Great War. Fenix's death roused Raynor to anger. The rebel vowed to kill Kerrigan in the future to avenge those who had died during her ruthless pursuit of power.
